The Korean e-Voucher program is one of the innovative policies for social welfare service management. Compared with traditional supply-centered social service policy, there are several unique concepts such as market and consumer-directed, universality, quality and performance management etc. In this paper, three subjects were discussed as follows. First, I reviewed the concept, historical background, academical discussions, and policy evaluations about consumerdirected in-home care service approach for the elderly welfare policy. Second, with the view of consumer-directed, I analyzed the issues of The Elderly Care e-Voucher program. Finally, I suggested several policy recommendations for consumer-directed social service policy.

Local Share Tax is expected to reset its status and guideline as its size is growing and its role is changing. Up to now Local Share Tax has been largely distributed on the basis of regional equity. Thus Local Share Tax has occurred several dysfunctions that it suffocated self-effort of local governments and brought about the distortion of resources distribution among regions because it has been distributed regardless of regional administrative demand. Now Local Share Tax should not only accept equity but also efficiency of resources distribution as the standard of its allocation. Gyunggi-do faces various fiscal demands that should be met by Local Share Tax. That is to say, it suffers from large efflux of GRDP, fiscal revenue shortage occurred by fiscal decentralization in 2005, and fiscal complimentary demand to compensate broad land usage regulations aiming at national environmental and military policy purpose. It should not be considered as regional egoism but advancement and sophistication of Local Share Tax that it reflects Gyunggi-Do such fiscal demands.

‘Bohun’, the meaning and philosophy of the ministry responsible for National Meritorious Persons, such as Korean independent movement activists, veterans and sacrificed advocaters for democratization of Korea. The idea of Bohun, or Merit Reward, is that the contributions and sacrifices of heroes should always be recognized as a model of noble patriotism. Because of their actions, adequate benefits are to be provided in order to maintain and ensure an honorable life for them and their bereaved families. To realize this formidable vision, the Ministry of Patriots & Veterans Affairs(MPVA), focuses on providing national meritorious persons with the benefits which they deserve. The MPVA is to provide the respect and gratitude of our nation to those who have served and made great contributions to the country with the finest benefits and services. The MPVA considers compensation for national meritorious persons and their bereaved families as appropriate to honor their contributions to the state, and provides pensions, allowances, and lump-sum payments. In this study, A veteran who was killed or who was disabled during military training or in the performance of duty is targeting. The focus of this study is to analyze the effective management of the compensation for national meritorious persons, especially between ``Military Pension`` and ``Bohun Compensation`` in terms of the benefits for accidents.

During the period of "Participation Government"(2003~2007), the number of government employees increased continuously. Even though populations are decreasing in counties, the number of local government employees has increased. So, researchers have focused on analysing the increasing pattern of local government employees for the period. The purpose of this study is threefold. First, the study examines the reasons of increasing number of local government employees. Second, the study develops a typology of increasing behavior of local government employees in counties. Finally, the study makes a typological analysis on the local government employees. For these ends, the study surveyed all 86 counties and utilized case studies on 8 selected counties. Based on these researches, the study proposes some policy implications for the efficient human resource management in local governments.

Organizational Citizenship Behavior(OCB), or extra-role behavior, has received a great deal of attention from organizational behavior researchers in the last two decades. Generally, Organizational Citizenship Behaviors(OCBs) are a special type of work behavior that are defined as individual behaviors that are beneficial to the organization and are discretionary, not directly or explicitly recognized by the formal reward system. The purpose of this study is to address the relative importance of individual personality as a factor in determining OCB. In detail, it studies the relationship between the preferences, functions, and attitudes of MBTI(Myers-Briggs Type Indicator) and the level of OCBs. 127 public personnel in GwangjuㆍChonnam participated in this study of the MBTI Type and OCB scale. The results of the research are as follows. First, Extraversion(E) and Judging(J) types of public personnel, who are logical decision maker, are most prevalent in this study. Secondly, the OCB factors, altruism, conscientiousness and courtesy, are strongly related with these two personality types(E-J). Finally, the limitations and implications of this study and directions for further research are discussed.

It becomes very inconvenient for islands inhabitants to be transported because passenger ships which are only one of transportation for islands inhabitants don``t ply at night. In addition, it results in increase in economic costs by delay of cargo distribution, which obstructs balanced regional development of nation. On 3 Mar 2007, Shin-an Gun instituted the ordinance that the traditional system could be more flexible for night time as they thought that the existing system was run for authority pursuing safety and shipping companies pursuing economic benefits not for islands habitants. However, the effect of public investment needs to be analyzed since the policy changed generated the additional costs which islands inhabitants must pay for. In this study, it was analyzed that authorities subsidies was economically appropriate whether or not. In addition, this study was analyzed by Conditional Value Methods(CVM) used in public benefits such as the preservation of environment and improvement of living conditions. As the result of questionnaire, the inhabitants of a Shin-an Gun was estimated the payable amount of money at 8,397won for a use. In this analysis, B/C Ratio of Shin-an Gun was 1.11, which was economically appropriate.

This study aims at evaluating changes of performance evaluation system of quasi-governmental bodies. Performance evaluation of quasi-governmental bodies was introduced in 2004. Until now, performance evaluation system has been changed every year, even though not so greatly. The most important change was introduced with The Law on Management of Public Bodies enacted in April 2007. The new government has introduced many reform proposals, among them performance evaluation system of quasi-governmental bodies. After the first introduction, performance evaluation system of quasi-governmental bodies has not been settled yet. Every reform has its merits and at the same time demerits. We can expect some improvements from the changes of performance evaluation system of quasi-governmental bodies. However any change involves transaction cost in terms of time and effort to be adapted for new system. Therefore we should keep in mind transaction cost involved in any change.

Under the current situation in which there have been controversies regarding administrative reform based on new public management in Korea, this study has analyzed the pattern and performance of reform. The results showed that reform patterns of central administration agencies appear to be the diversity possessing peculiar characteristics of theirs. First of all, MGHA(the ministry of Government and Home Affairs) had paid an important role in the administrative reform process. This has relevance to the matter in the position of the National Government Organization Act. Also, this paper is a suggestion for type of beehive as a metaphor in the reform pattern and performance. From the results of this analysis to administration agencies`` reform, this study gives raise to various implications to strategies for pattern of administrative reform. Despite such claims this discussion is hypothetical argument in the level of exploratory research.

With the identity crisis of Public administration science, the need for theoretical and empirical studies on the concept of ``publicness`` is emerging. Discussing the concept of publicness, which makes possible diverse interpretation, this study focuses on the concept of public service, reflecting the distinctiveness of French public administration, by studying its formation and transformation as well as the current issues. Because, in France, the concept of publicness has been framed and evolved in the process of establishing the concept of public service, regarded as a legal and political tool of its expression and materialization. According to this study, the concept of public service is evolutionary and contingent. The scope and boundaries of public service in a given period is not dependent on its internal attributes or meta~physical (ideological) orientations, but on the collective consensus derived from the struggle for political power. This observation means that the concept of publicness embedded in that of public service is neither transcendental nor objective. It is a product of collective agreement, an artefact, a product of social construction.

The challenge of improving the quality of public services has become a central concern of public policy in practice. In recent years, public administration mechanisms have involved various stakeholders in the process of policy-making. This article provides a detailed analysis of the current situation of local cultural services in Birmingham City Council, England. It presents an overview of the collaborative network in local administrative practice in the field of culture. The first part traces the national level governance network in cultural policy and then explores the Birmingham case in terms of background; players outcomes; and practical lessons. It is suggested that English collaborative partnership practice has useful lessons for the cultural services of local authorities in Korea. While the classical model of public administration mechanisms in local government has been diminished by the rise of collaborative networks, it can be concluded that, in the long run, the role of local government will continue be important. A collaborative policy-network in urban areas is a key feature of cultural service delivery and its use is being encouraged in England, although the concept of governance is still contested, both in theory and practice. This leads to further academic and practical debates to develop governance studies in the cultural area.

There have been extensive discussions in the emergence, decline, and formative conditions of social corporatism system. Scholars in this field can be divided into two groups-those who support a traditional approach, "decision theory," and those who criticize it and suggest a new approach, "strategy choice theory." In fact, strategy choice theory can be further sub-classified into numerous views. Thus, taking the perspective of strategy choice theory, this study aims to provide meaningful categorizations of such views in it and to compare them. In addition, the present study tries to identify success or failure conditions, and factors that contribute to them regarding the formation of social corporatism system. It is done by applying appropriate strategic approaches to the cases of leading western European nations and Korea. In other words, this research investigates conditions under which social corporatism system works successfully or it fails to work, and their implications.

This study is focused on accepting various participants`` needs and explaining their dynamic relations in regional policing administration in the light of governance for responding a paradigm shift from the object of policing administration service to the subject of citizen and private sector. Accordingly, this study suggests a governance policing administration model, classifies policing administration participants into public(government) sector, business sector, citizen sector and analyzes their roles and relations. As participative demands to policing administration of private sector is increasing gradually, there are much conflicts in it naturally, therefore social consensus is needed to relief their clashes. In terms of the relation between the business sector and other sector, it is easy to yield a goal collision between two. So a mutual cooperation is essential to prevent it from occurring. While as a matter of the relation between citizen sector and other sector, the effectiveness of coproduction can be built up through a positive understanding to the other sides of citizen participating actively in the relation. It is needed to build an organic cooperative system among community subjects, including police, government, business and various participants to solve all problems of regional policing administration.

The purpose of this study is to analyze the problems on reoraganization of local administrative district and evaluate the alternatives of local administrative tiers and area reform. Consolidation emphasizes on efficiency of administration while separation has a tendency to emphasize local residents``s participation. The idea of local administrative tiers is three types. The first is the autonomous two-tiers(upper-tier and lower-toer) system. The strength of this system is efficiency but it costs way too much to reorganize administrative district. The second is three-tiers system. This system maintain the present tier-system while separate thoroughly the fuction of Do and Si-Kun. The strengths of this system is low cost for reorganization but it has the problems of past system. The third is a mixed system of two-tiers and three-tiers system. Metropolis is reorganized to two-tiers system and Do maintains three-tiers system. This system tries to have the strengths of two systems. In conclusion reoraganization of local administrative district should be designed to expand efficiently urban services and make effective local autonomy.

This study examines how Korean political party in-house think tanks operate in terms of organizational and financial perspectives, and what directions should they be in for the future. Political party think tanks in Korea have been greatly contributed to the advancement of Korean democracy via scientific research and expertise in congressional policy making for each party, still there exist much criticisms against their roles as ``vanity think tank``. Each party``s think tank has been installed and operated as an instrument for acquiring political party financial aid from the government based on the Political Fund Act, not as a genuine policy-oriented think tank. Based on these problem recognition, this research assesses Korean political party think tanks from the perspectives of the evolutionary stages, the impact analysis by McGann indicators, and the future policy alternatives. The key problems of the expertise lack, autonomy and independence lack, the insufficiency of long-term research projects, the unfairness of political fund distribution to each party, and the lack of institutionalized evaluation system for Korean political party think tank should be properly answered for better future.
